Typhoon Bavi exposes fragility in global supply chains

Typhoon Bavi, an exceptionally powerful and large tropical cyclone that tore through the Western Pacific last week may have passed, but its impact on global supply chains will linger for at least another week. 

After forcing the temporary closure of several of China's most important container gateways, the storm has left shipping lines, ports and shippers facing weeks of disruption as vessel schedules recover and freight networks work through mounting backlogs.

The Category 5-equivalent super typhoon swept across eastern China in mid-July, bringing winds exceeding 140 km/h and affecting an area almost 1,000 kilometres wide. As the storm approached, ports suspended operations, vessels were ordered to leave exposed berths and inland feeder terminals closed as a precaution. Although terminals have now reopened, the disruption created during just a few days of closures is continuing to ripple through global logistics networks.

For importers and exporters, the lesson is becoming increasingly clear. Modern supply chains are no longer disrupted only by geopolitical events or capacity shortages. Severe weather is now capable of creating global consequences that last long after the skies have cleared.

China's busiest ports face weeks of recovery

Shanghai and Ningbo, the world's first and third busiest container ports respectively, bore the brunt of the disruption. Together they handle tens of millions of containers every year and sit at the heart of manufacturing supply chains serving Europe, North America and the rest of Asia.

As Typhoon Bavi approached, container terminals suspended operations, vessels left deep-water berths and truck movements were halted. Along the Yangtze River, feeder ports linking inland manufacturing centres with Shanghai also closed, temporarily severing one of China's most important export corridors.

Operations resumed once the storm had passed, but reopening terminals is only the first stage of recovery. Every delayed vessel must still be berthed, unloaded and reloaded before shipping schedules can begin returning to normal.

Industry analysts estimate that almost two million TEU of container capacity was delayed by the disruption, with North Asia accounting for more than half of all global port congestion during the immediate aftermath. Current forecasts suggest ports may require at least two weeks to work through the accumulated backlog.

Vessel queues continue to grow

The operational impact became visible almost immediately after ports reopened.

The queue of vessels waiting outside Shanghai more than doubled within a week, rising from fewer than 60 ships before the closures to well over 120. Ningbo experienced a similar pattern, with waiting vessels increasing by almost 70%, while congestion also spread north to Qingdao following precautionary closures there.

Waiting times have lengthened accordingly. Some vessels are now experiencing delays of several days before securing a berth, while carriers operating certain services face considerably longer waits as terminals prioritise arrivals and reorganise schedules.

The disruption extends well beyond the ports themselves. Warehousing, customs processing, container yards and trucking operations all require time to absorb the surge in cargo released once terminals reopen. As containers accumulate, equipment availability tightens, truck demand rises and inland transport networks come under increasing pressure.

Delays are spreading across global shipping networks

The consequences are now extending far beyond eastern China. Shipping lines have omitted calls at Shanghai and Ningbo on several international services, instead diverting cargo through alternative hubs including Hong Kong, Singapore and Busan before arranging onward transhipment. Other vessels have been forced to skip scheduled ports entirely or adjust voyage rotations to recover lost time.

These changes inevitably create further disruption downstream. Delayed vessels arrive at subsequent ports outside their planned windows, leading to berth congestion elsewhere, missed feeder connections and revised cut-off times for exporters. Cargo originally booked on one sailing may be rolled to another, while importers face growing uncertainty over arrival dates.

The cumulative effect is that disruption continues travelling through global shipping networks long after the original weather event has ended.

Extreme weather is becoming a strategic supply chain risk

Typhoon Bavi is the latest reminder that climate-related disruption is becoming an increasingly significant operational challenge for global trade.

Maritime transport carries more than 80% of world merchandise trade, making the resilience of major ports critical to international supply chains. Yet severe weather events are becoming both more frequent and more disruptive, with tropical cyclones already responsible for months of cumulative port disruption each year.

For shippers, this changes the nature of supply chain risk. Weather-related disruption can no longer be viewed simply as a short-term operational inconvenience. Increasingly, it affects inventory planning, manufacturing schedules, customer service and working capital across international supply chains.

Building resilience now requires more than securing freight capacity. Businesses also need timely visibility into where products are, how disruption is developing and which shipments require immediate intervention.

US winter disruption ripples through truck, rail and intermodal networks

Severe winter weather across the United States has triggered the sharpest short-term trucking spot rate spike in more than three years, with disruption now filtering upstream into inland rail and intermodal hubs.

Snow and ice blanketing large parts of the eastern US drove a 40% week-on-week increase in spot market load posts. Dry-van spot rates climbed 11 cents in seven days, the steepest weekly rise since early 2021, while temperature-controlled (reefer) capacity jumped 15 cents week over week as shippers scrambled for freeze protection.

Unlike previous disruption events, the system now has less “buffer” capacity. Market reaction to the latest storm has been more severe than that seen after Hurricane Helene in September 2024, when spot loads rose 17% and rates increased just 4 cents week over week.

With tighter latent capacity, even short-lived weather events are producing outsized pricing swings.

Structural factors could extend pressure

January manufacturing data from the Institute for Supply Management moved back above the 50 baseline into expansion territory for the first time in more than a year, fuelling speculation that the freight recession may be bottoming out.

At the same time, federal enforcement activity around non-domiciled commercial driver’s licences (CDLs) and English-language proficiency requirements is reportedly pushing shippers towards asset-based carriers with company drivers. That shift could reduce available independent capacity, adding structural support to contract and spot rate increases, particularly as the spring produce season approaches.

If reefer markets tighten sharply during produce season, rate pressure is likely to cascade into dry-van networks, making elevated pricing more durable through 2026.

Rail and intermodal congestion follows the storm

While Class I rail line-haul performance has largely normalised, disruption has migrated inland. Rail terminals including Memphis, Chicago and Cincinnati are now experiencing post-storm congestion.

At key inland hubs, container availability times have doubled from around one day to two days. Data from technology provider E-Dray shows that average availability at Union Pacific’s Memphis terminal rose from 0.7 days pre-storm to 2.9 days after the event.

Transit times between Kansas and Illinois spiked to nearly 80 hours before easing to around 35 hours. Mississippi–Illinois transits briefly doubled to 19 hours before settling closer to 10 hours.

Drivers report waiting up to five hours inside terminals, missing delivery windows and triggering demurrage exposure. The issue is not chassis shortages but crane and yard capacity constraints in freezing conditions.

Union Pacific’s decision to levy “flip fees” for lifting containers from stacks, a charge not typically applied by other North American Class I railroads or major US ports, has added further cost pressure for drayage providers, costs that are not being absorbed by cargo owners.

What this means for importers and exporters

For international shippers moving freight into and out of the US, the key risk lies in the inland leg:

  • Higher US trucking spot rates can quickly erode landed-cost assumptions.
  • Intermodal congestion extends container dwell time and increases demurrage and detention exposure.
  • Reefer market tightening during produce season could distort both temperature-controlled and dry-van pricing.
  • Inland rail volatility can delay export positioning, affecting vessel cut-offs and schedule integrity.

Weather-related disruption may ease, but reduced capacity buffers mean price and service volatility can persist longer than the storm itself.

Supply chains brace for more disruption as storm season intensifies

From wildfires and floods to scorching heatwaves, the consequences of climate change are becoming more pronounced, and as we enter the peak shipping season, businesses are scrambling to prepare for what is predicted to be one of the most disruptive storm seasons in recent memory.

So far in 2024 supply chain disruptions caused by extreme weather are estimated to have cost companies billions of pounds, and the storm season is far from over. Hurricanes, wildfires, and floods have already stretched global supply lines thin, and the arrival of storms like Typhoon Bebinca, which threatened Shanghai this week, adds a fresh layer of concern.

Increased visibility allows managers to pinpoint disruptions and adjust supply chains accordingly, and the key to weathering these events lies in preparation. Shippers are diversifying their carrier bases and building inventory buffers to keep goods moving in the face of challenges. Strategic planning, such as maintaining safety stock for high-demand items, has become essential in managing supply chain risks.

The heightened storm season comes as companies are already reeling from the effects of wildfires in California and Australia, as well as floods that have caused widespread damage to transportation networks in Asia.

With more storms likely in the coming months, companies must remain agile and vigilant, ready to adapt to further disruptions.

Climate change forcing new unexpected factory closures in China

Just a few months after Shanghai emerged from the city-wide COVID lockdowns, which disrupted supply chains and forced factories to halt operations, manufacturers have been closed again, this time by the impact of climate change. A new challenge to Chinese production and sourcing.

An intense heatwave and drought around the Yangtze river basin has seriously depleted water levels in dams and rivers, curbing electricity generation at hydropower plants, just as air conditioning demand is spiking.

To prevent power outages, authorities in Sichuan province, which relies on hydropower for about 80% of its energy needs, ordered factories to halt operations, with data showing that the impact of closures is climbing amid concerns that power rationing could have a knock-on effect for supply chains.

These energy linked closures, that have been reported in the international press, could have more impact than COVID-related factory closures, which were geographically compact in specific locations and operations can gradually resume under“closed-loop” conditions, while the effects of power shortages can be more extensive and indiscriminate.

Sichuan, Chongqing and Hubei provinces export power to manufacturing hubs on China’s east coast, but this year, Sichuan’s hydropower has operated at 20% of capacity, and as the river flow rates remain depressed, Sichuan hydropower generation loses the capacity to meet the minimum level of demand. So the situation is much more widespread throughout China’s manufacturing regions than it would first appear.

The heatwave sparked huge demand for electricity as hundreds of millions of people turned up their air conditioning, which in turn led to major power shortages, with authorities suspending or rationing electricity supply to factories, shopping malls, homes, and public transport.

Sichuan province began to restore power for some industrial users at the start of the week, but the impact on the broader economy from the heatwave, has been severe, drying up the rivers that feed hydroelectric plants, including China’s largest the Yangtze, which dropped to its lowest level on record.

Light to moderate showers are moving into central and southern China and may intensify this week across the drought-stricken Sichuan basin, bringing a risk of flash floods and some areas could see up to twice as much rain as usual, which should help replenish reservoirs, but drought warnings are still being maintained and power rationing continues in many areas.

The Chinese economy growth has been severely downgraded by leading experts for 2022 and as the ubiquitous saying goes when China sneezes the world catches a cold – let’s hope this isn’t the case.
